I am traveling from Emirates. Cabin trolley and laptop bag both allowed together?
JFK->Dubai->Delhi

Their policy says one bag, but sometimes they allow additional laptop bag too.
Not sure how much this answer gonna help you.

additional laptop bag is allowed on most airlines
