you don't need to declare anything.. just keep a separate plastic pouch for all baby food and other liquids.. when you go through TSA, keep them out yourself in tray, they will not ask anything when you have baby with you. I never carried ice packs but you can always ask for ice from Air Hostess.. Best thing is once flight is in air, you can walk to pantry area and air hostess are kind enough to help you with anything you need for baby..
