You will not get OPT, in-order to get OPT once you join your college you can ask your immigration office to transfer your visa from H4 to F1. But the benefit of studying on H4 is if your spouse lived in US for 1 year or more and if you are going to study in the same state where your spouse stays, you will be qualified for in-state fee which will be almost 1/2 the regular fee. If you want to work on OPT after your education, better transfer to F1.
