First, weather wise all of them are the same. Cold and very cold in winter, so nothing to choose there. Personally I would say MA is the best because of lot of employment opportunities, excellent colleges and good schools. The area around Boston has a lot of Desi population so no shortage of Desi company as well. Plus lot of Desi stores and restaurants as well. Next would be CT. For some of the same reasons and also because of its proximity to NY and NJ.
