It depends. The new quota for H1 starts from October 1st which is the fiscal year. Here is an example: If you are applying for October 2015 fiscal year, your employer can start filing from April 1st 2015. But you can only start working on or after October 1st 2015. I believe your start date can be any date after October 1st 2015 and before September 30th 2016.
