Hi .. you can transfer your h1b at any time.I wouldn't recommend transfer H1b without paystubs. But for H1b transfer you need to submit atleast 2- 4 paystubs as far as I know. If you dont have any paystubs and applied for the H1b transfer, USCIS may issue RFE.It will effect the current petition. Make sure your new company has enough paper work to support your H1b. H1b transfer nowadays are so tough. I got rfe when I transfer my H1b to new employer. If you have time just work for 2 months get your paystubs and then transfer. Please remember you are one of the luckiest person out of 172500 people. 55% of the people they don't even select in the lottery. Please be careful when you make decisions about H1b.
