U may contact any of the tax planners like H&R block, Hewitt etc, file ur returns which includes the process of applying for ur wife's ITIN, once that is done send the forms along with the original passport to Austin,TX office... Alternatively u can visit any of the IRS office in new York with ur dependents to get the passport verified & they will collect ur tax forms & return the passport immediately. According to them ITIN generation takes 6-8 weeks post which ur refund shall be processed.
