If i were to leave to go to DC i woul leave at 6.30-7.00 pm. Take 84-->684-->Tappan zee-->garden state(toll)-->i95 and then you wont hit any traffic unless road construction, accidents or if everyone is on the road due to last few weeks of summer. The above route will be the least congested. You can do any route in ct as long as you get tappan zee. Avoid gw at all cost.
