If you are starting from india -- yes they do check the weight for carry on....and since they don't have control after that ... you may shuffle (add) items...... and if they feel it is heavy for carry on... they may not charge but insist on checkin that bag. so be careful if you are trying to keep any special items. If you are starting from US, I did not seen them checking carry on luggage.
