I would suggest going to India without a second thought ASAP to see your mom. I recently renewed my passport when i went to India in Feb, 2012. Apply in Tatkal qoata. Regular renewal costs 1600/- and tatkal costs 3000/-. They are supposed to deliver your passport home within 3 working days. I got my new renewed passport on 4th day evening 3pm. They will do a police verification after you get the passport.
