Hi,

Q.1. Did you ever applied and obtain SSN in previous, if yes, that SSN will hold good and department will not issue a new one?

Next, if you applying SSN first time, You can apply and submit your SSN receipt to your employer.

Once you get the SSN, your file will be open with 3 credit Agencies who keep trace of your credit history and providing all the information. At the same time with this SSN, other government agencies keep trace of you. Like any violations (What ever nature it may be), will go your record, which is called as back ground check. When there is no SSN, there is no history.

Your USA history will start when you get SSN and your employer will understand.

Hope this will help you
