I assuming you wanted to write Massachusetts (MA) not MS , since all the other states you are mentioning are neighboring states. so MA and CT are much cheaper and quieter than NY and NJ. places like Manchester, Sound Windsor, Farmington, Avon you will find places in your budget and with huge Indian community. School zone may not be relevant to you right now, however, you will find Indian community in good school zones only and school with better school districts have safer environment; less crime! else some ares in every city can be unsafe to live.
