I agree, you have to report to management in WRITING. Your best option is to make a written complaint against the teacher. In this country every business is scared of being sued. So use that card, say that you feel your kid is being discriminated against. Put it in writing, and write specific instances not general statements. You don't need proof if you can put examples. Say your kid is suffering and does not want to go to school. Take points from what you wrote above regarding punishing child for petty things, child being bullied and teacher not doing anything. Bullying is a big thing, so use that. In this county you have to know to use the right words. I gave you 3 - sue, discrimination and bullying.
